Hawks Arrest former Nala Local Municipality Manager for Irregular Appointment of a Security Company

The Hawks’ Clean Audit Task Team (CATT) arrested former Municipal Manager Buti Piet Molupi (49), on Wednesday following an investigation into tender irregularities in Contravention of Section 173 of Municipal Finance Management Act.

This followed an investigation that revealed irregular appointment of a security company, Zero Tolerance at the Nala Local Municipality in Bothaville in the Free State.

This criminal act by the then acting Municipality Manager, Zero Tolerance and its Director saw the municipality having to lose money amounting to R205 196.38 from September 2016 to May 2018 according to the Hawks.

The said investigation also led to the arrest of four senior officials from Maluti-a-Phofung municipality, Chris Mokomela the former Nala municipality manager and that of Warnic Montsitsi a Director of the service provider (Zero Tolerance) who submitted the alleged fraudulent invoices without following correct supply chain processes to Nala local municipality and benefited from the proceeds of crime.

Former senior employees of the municipality Robert Tsupa, 46, Abraham Moratwe Mofokeng (47), Mabidikwana Wilfred Matjele (61), Nelson Molefe (39) who were municipal manager, CFO, director of public safety and manager at supply chain department, respectively are said to be the first to be arrested for this crime.

They were both granted R 10 000.00 each after a brief appearance at Phuthaditjhaba Magistrate’s Court.

Case postponed to May 21.

The Hawks say the municipality reportedly lost almost R700 000 as a result of an alleged irregular, wasteful and fruitless expenditure.
