Former Municipal Manager at Dr JS Moroka out on bail

A case against former Dr JS Moroka Local Municipality Manager Nelson Thammy Khubheka has been postponed to 6 February 2023 pending further investigations.
Hawks Spokesperson in the province Captain Dineo Lucy Sekgotodi says the 50 years old Khubheka was arrested by the Hawks Middelburg based Serious Commercial Crime Investigation for Fraud, Theft and Contravention of (National Treasury) MFMA on Tuesday.
“It is alleged that during 2019 the accused unlawfully and intentionally approved the appointment of service providers whilst the Bid Adjudication Committee declared the appointment irregular as it did not comply with Supply Chain Management policy and the Constitution.”
“It is alleged that when appointments were approved, the accused referred to a non-existent meeting, and further utilized the security services of the Municipality for his own benefit.”
Captain Sekgotodi added that because of his actions, the municipality lost over R 4million.
He was released on R 10 000 bail and will appear at Middelburg Commercial Crime court next year.
Khubheka’s tenure as the Municipal Manager was marred with allegations of corruption and alleged fightings with some council members and then Executive Mayor Thulare Madileng.
The fighting ended up seeing residents in municipality taking to the streets in his defense asking for Madileng to step down. This was after Khubheka was suspended for allegedly canceling certain co tracts because they were not urgent nor essential, in his words.
